I didn't have a chance to use the Taiwan Tourist Shuttle bus, but if you're planning a round trip between Taipei and Kaohsiung (or now Taipei and Tainan), I think it's worth considering. Using it is similar to the 15% discount for foreigners; you show your passport to the station attendant at the ticket gate. Please note that the carriage and seat numbers are handwritten by the station attendant, so they may be difficult to read.
