Tickets allow you to climb the tower for panoramic views, which are quite nice. Even if you buy tickets in advance, you still need to queue at the counter to exchange them for your tickets, which is very convenient (you still have to queue in order, but we arrived early and there weren't many people, so we got our tickets quickly). The flat park itself doesn't require an entrance fee, and it's a pleasant place to stroll around.
