The JR Kansai Mini Pass is specifically designed for foreign tourists visiting Japan under a 'Temporary Visitor' status. To be eligible, you must hold a non-Japanese passport and be entering Japan on a tourist visa. It is not available for purchase or use by Japanese citizens or residents.
