It just so happened to be raining, otherwise the park would have been perfect for a stroll and a guided tour. The guided tour explains the important role the water feature played in the early days and the difficulties of flood control during the Japanese occupation (approximately 40 minutes). You can probably finish exploring in about two hours. There's also a cafe or ice cream available.
